Under the influence of the current economic downward pressure and epidemic prevention and control, the employment problem is becoming more and more prominent. Stabilizing and expanding employment has become the most important task at this stage. To this end, the SASAC Party committee of the State Council issued an urgent notice on March 12, requiring the central enterprises to vigorously promote the work of stabilizing posts and expanding employment, focusing on the employment of college graduates, migrant workers, labor force in poor areas and other three categories of people, so as to promote stable employment.
According to the person in charge of China Telecom, in the specific work, China Telecom mainly through the implementation of "three stability and three expansion", i.e. stabilizing the staff, stabilizing the partners, stabilizing the social resumption of work and production, expanding employment, expanding investment, expanding industrial poverty alleviation, to achieve job stability and employment expansion, and to practice the economic and social responsibility of China Telecom as a central enterprise.
In terms of employment stabilization, it is reported that the recruitment demand of China Telecom has increased by more than 10% this year. The China Telecom issued the novel coronavirus pneumonia recruitment and prevention work in the new era, and ordered all levels of units to do well in recruiting graduates and mature talents, especially in the new field.
First, expand the recruitment scale of college graduates. In 2020, the total demand for new graduates of China Telecom exceeded 11000, an increase of about 10% compared with that in 2019, of which the demand for cus recruitment in spring 2020 was nearly 4000.
Second, expand the professional field of college graduates. On the basis of continuous introduction of talents in basic business fields such as mobile communication, optical network broadband, etc., this year's cus recruitment focuses on increasing the introduction of graduates in key business fields such as cloud computing, big data, Internet of things, Internet finance, artificial intelligence, network information security, etc., and professional posts in emerging fields reach 40% of the total post demand.
Third, expand the introduction of mature talents in emerging fields. China Telecom's social recruitment work focuses on 5g, cloud computing, big data, artificial intelligence and other technical fields. In order to support units at all levels to increase the recruitment of all kinds of talents in 2020, the number of employment plans for each unit is increased to 1000.
In addition, China Telecom will also attach importance to new infrastructure investment and create more jobs. For exle, 5g network, Internet of things, big data, artificial intelligence, smart city and other new infrastructure construction.
At present, China Telecom has added more than 1000 special support base stations for epidemic prevention and control. About 75000 5g base stations have been opened in China, and the procurement scale is expected to be no less than 250000 this year.
China Telecom will also promote the construction of a large number of key data center projects, such as big data base, innovation incubation base, data center, R D center, around key areas such as Beijing, Tianjin, Hebei, Yangtze River Delta, Guangdong, Hong Kong, Macao, Shaanxi, Sichuan and Chongqing, to meet the needs of 5g, cloud computing, big data, artificial intelligence, blockchain, industrial Internet and other new applications and smart cities, supercomputing centers. This year, we will focus on the construction of Beijing Tianjin Hebei big data base, Beijing, Guizhou Information Park and nine provincial data center Parks under the direct management of the group, with a total construction scale of about 884000 square meters and an investment scale of about 4.5 billion, of which 740000 square meters will be started this year.

受当前经济下行压力与疫情防控等因素叠加影响,就业问题愈加凸出,稳岗扩就业成为现阶段最重要的一项任务。为此,国务院国资委党委在3月12日印发紧急通知,要求中央企业大力推动稳岗扩就业工作,以吸纳高校毕业生、农民工、贫困地区劳动力等三类人群就业为重点,促进稳就业。
据中国电信负责人介绍,在具体工作中,中国电信主要通过落实“三稳三扩”,即稳员工队伍、稳合作伙伴、稳社会复工复产、扩就业、扩投资、扩产业扶贫,实现稳岗扩就业,践行中国电信作为央企的经济和社会责任。
在稳就业方面,据悉今年中国电信招聘需求增加10%以上。中国电信下达了《关于在新冠肺炎疫情防控期间有序做好人才招聘工作的通知》,要求各级单位积极有序做好高校毕业生和成熟人才招聘工作,尤其是对新兴领域人才投入力度巨大。
一是扩大高校毕业生的招聘规模。中国电信2020年应届毕业生招聘总需求突破11000人,较2019年接收毕业生人数增长约10%,其中2020年度春季校园招聘需求近4000人。
二是扩大高校毕业生的专业领域。在继续引进移动通信、光网宽带等智能连接类基础业务领域人才的基础上,今年的校园招聘重点主要在加大云计算、大数据、物联网、互联网金融、人工智能、网络信息安全等重点业务领域毕业生的引进,涉及新兴领域专业岗位达到总岗位需求的40%。
三是扩大新兴领域成熟人才的引进。中国电信的社会招聘工作聚焦5G、云计算、大数据、人工智能等的技术领域。为了支持各级单位在2020年加大各类人才招聘力度,专项增加各单位的用工计划数是1000人。
此外,中国电信还将重视新基建投资,创造更多岗位。比如5G网络、物联网、大数据、人工智能、智慧城市等新型基础设施建设。
目前,中国电信累计新增开通疫情防控专向保障基站1000个以上。在全国已累计开通5G基站约7.5万站,今年预计采购规模不少于25万站。
中国电信还将围绕京津冀、长三角、粤港澳、陕川渝等重点区域,推进大数据基地、创新孵化基地,数据中心、研发中心等一大批重点数据中心项目建设,用于保障5G、云计算、大数据、人工智能、区块链、工业互联网等新型应用和智慧城市、超算中心等需求。今年重点建设集团直管的京津冀大数据基地、北京、贵州信息园区及9省数据中心园区,总建设规模约88.4万平方米,投资规模约45亿,其中,今年开工面积达74万平方米。
